Assam is experiencing relative peace during last few years. With several of its important militant groups indulging with the center in peace talks, the incidents of violence had come down to some extent. The public opinion however is that no meaningful solution has reached through the several rounds of talks between insurgent groups like United Liberation Front of Asom or National Democratic Front of Bodoloand.
The political parties in North East are known to talk covert help from Insurgent groups in the Assembly elections in the past. This time, the BJP is set to field Hira Baruah Chetia in upper Assam. After quitting AGP, Mrs Baruah Chetia already joined BJP few weeks back. Hira Baruah Chetia is the sister of ULFA[I] Chief of the Staff Paresh Asom alias Paresh Baruah – who heads the military wing of ULFA[I] and also the Vice-President of the outfit.
It is known that Hira Baruah Chetia, earlier an AGP leader, had won Panchayat Election in Tinsukia district.
Worthless to mention that Paresh Baruah enjoys the support of Chinese according to Intelligence reports and is opposed to negotiations with Indian Government. ULFA[I] is still carrying out disruptive activities and extortion in Assam with few hundred cadres left with them. According to Intelligence sources, BJP is trying to win support of the ULFA[I] indirectly after the insurgent outfit threatened the party not to field some candidates recently.
Paresh Baruah is silent on the issue and has not made any statements, which may be seen as an indirect confirmation of the outfit’s support. In that case, the outfit may be expected to come to terms and settle for a solution if the Party comes to power.
A few years back, I wrote that ULFA Commander Paresh Baruah is out of the game as most of the leaders and cadres left him and came forward for peace-talk with Govt of India. Paresh Baruah can’t come for a permanent solution of this militancy issue because of Chinese Govt pressure, and he is trying to form a strong outfit with direct support of China.
